Current drawings feature an entrance and exit from the A52 Gamston Island, allowing motorists to drive from whichever direction they approach.
The 1,000-space parking area, planned for Regatta Way, near Holme Pierrepont, are set to be handed in next year by the county council.
The site is likely to be developed in two stages. Firstly with 600 bays, then a further 400.
The authority is in the early stages of planning, carrying out technical assessments and looking at the possible impact on roads.
Neil Hodgson, head of service-local transport plans and programmes, says people driving into the city from the east currently have no park and ride option and that the routes are congested.
He said: "We are still at the assessment stage but hope to go to cabinet this Autumn for approval to involve stakeholders and seek planning permission.
"Subject to this cabinet approval we would submit a planning application in early 2009 - which is when people will get a chance to comment as part of the statutory process."
Residents have recently formed a group called Fields, to oppose what they call the "erosion of the countryside".
Nine different sites had been considered but this is the preferred location.
