It's far easier/cheaper to reduce the time inside to half (or not lock them up in the first place) and then blame the police/society for growing crime levels.”

When they catch them they should punish them , why was this man released early ? If for good behaviour , what's good behaviour got to do with anything , he repeatedly raped a 15 year old girl . There are no school girls in prison , so he's bound to behave himself . He now lives in a country where no one knows what he's done .
