I was always under the impression that trading whilst insolvent was a criminal activity.

Why is it then that banks can go bust without someone being charged with a criminal offence? Insolvency, to me, is having less assets than liabilities.

It looks to me as if the Government is turning a blind eye to criminality by our bankers.
