The executive conducted an investigation after the inmate was diagnosed with Legionnaires Disease on March 8, 2006.
It found the approved code of practice for controlling legionella bacteria in water systems had not been followed, which breached the Health and Safety at Work Act.
HM Prison Service attended a formal Crown Censure Hearing at the HSE's Nottingham Office yesterday.
It accepted the Crown Censure after detailing the action it had taken to prevent a recurrence at Nottingham Prison and its other prisons.
