WORK on widening the A453 is closer to starting than ever before, a leading councillor has claimed.

Stella Smedley told a Notts County Council meeting yesterday that funding from the East Midlands Regional Assembly had been secured.

Last month the Post reported that the estimated cost of the project had risen from £90m to £168m, raising fears of further delays.

Coun Smedley, the council's transport and highways portfolio holder, said: "The A453 was identified as one of the region's priority schemes.

"There has been a review of the funding priorities but I am pleased to report the funding has been guaranteed."

She said work was due to start in 2010 after a public inquiry into the project next year.

She said: "We have never been this close (to beginning work) before."

“Government policy is to cause traffic chaos, this is why they introduced a maximum speed limit for HGV's of 40MPH on single laned roads, and bus stops in the road, rather than in a lay-by. By products of this are longer journey times and people speeding to make up lost time, this gives the Government and local authorities an inroad to then introduce speed cameras to raise revenue, and in the longer term, introduce congestion charging...
so when the Tories get back in, they'll go round creating lay-bys every bus stop, the speed limit will be 60MPH, grid-lock will be free of charge, the journey-time to Accident and emergency will be second-to-none, standing traffic order will be restored, speed cameras will be redundant and Andyman will be satisfied...
GET REAL coz you go nowhere with this garbage!”

“Bethany / Andy: the real problem is that most UK registered vehicles are on the Police National Computer, this registers them to a company, individual, and an address. Checking these vehicles is easy, and a ticket may be issued, if the owner does not identify the driver, then another offence is committed. If the company cannot identify the driver, and the photograph cannot be clearly be seen to identify the driver, then the company can be fined for the offence/s.
Foreign lorries are not registered on the database, and Uk or European law is not applicable to many of these countries, therefore it costs more to enforce these offences, and with no return.

Language is not a problem, Police forces all issue their officers with mobile phones, they have contact with a language service which covers nearly all the worlds languages. Mobile phone, translation service; not really a problem is it.

Police have the option of detaining a foreign driver, but often force policy dictates that they do not, this is based on the good old cost grounds. They have to detain the driver, lock him up, give him a phone call, often to a foreign country, feed him, and escort hin to court the following day. In addition they have to have the lorry recovered and stored, and the cost of this all adds up.

It can be done, but costs so much that underfunded Police forces choose not to use this option.”

    “Bethany
I have notified the police of bad driving by foreign truck drivers on the M40 motorway and have also been told they cannot do anything.( there are cameras on that stretch of road)
If it was a British driver you would guarantee that something was done by the police.
They cannot communicate with the foreign drivers and all the paperwork involved.”
