Councillor Mick Murphy was with friends and family of the boy yesterday.
He said: "I'm absolutely devastated. It's a tragic, tragic accident."
The accident involved a Peugeot van. The driver was not injured.
A 29-year-old man, who lives near to the road and asked not to be named, said it happened between Church Lane and Hucknall Leisure Centre.
Although it is not believed speed was a factor, he said he would like to see traffic calming measures introduced in the area.
He said: "The problem is traffic speeds round the corner so quickly that it's dangerous.
"There's also a construction site right on the zebra crossing so drivers aren't aware that it's there.
"It might as well not exist for all the good it does."
However, Mr Murphy said he was not aware of any problems with the road's safety.
He added: "As cabinet member of community safety this had nothing to do with speed at all and I'm not aware of issues to do with speeding in that road."
Police want to hear from people who saw the crash.
Anyone with information should call DC Katie Stokes, from the crash investigation unit, on 101 extension 800 2225.
