The offences happened after Singleton set up a video camera at a property that could film people in the shower or on the toilet.
Police said they discovered the "sophisticated set-up"; after one of the victims came forward.
Singleton, 56, of Lawn Close, Heanor, was suspended from his job and has subsequently been dismissed.
He has been bailed and will return to be sentenced on April 22.
Judge Michael Stokes said: "This isn't an occasional incident.
"He has carefully planned, pre-meditated and involved a large number of complainants."
After the case, Detective Sergeant Toby Fawcett-Greaves said: "This was a sophisticated and pre-planned means of capturing indecent images of both adults and children.
"This is a clear abuse of a respected position."
